James Francis Byrnes (US ; 2 Mei 1882 – 9 April 1972) adalah seorang politisi Amerika dari negara bagian Carolina Selatan. Selama kariernya, Byrnes menjabat sebagai Representatif A.S. (1911–1925), Senator A.S. (1931–1941), Hakim Dewan Supremasi (1941–1942), Sekretaris Negara (1945–1947), dan gubernur Carolina Selatan ke-104 (1951–1955).
