Pada Oktober dan November 1940, perbincangan Poros Jerman-Soviet diadakan berkenaan dengan potensi bergabungnya Uni Soviet sebagai negara Blok Poros keempat selama Perang Dunia II. Negosiasi tersebut, yang terjadi pada era Pakta Molotov–Ribbentrop, meliputi konferensi di Berlin selama dua hari antara Menteri Luar Negeri Soviet Vyacheslav Molotov, Adolf Hitler, dan Menteri Luar Negeri Jerman Joachim von Ribbentrop, disusul oleh dua negara tersebut saling mengajukan tawarannya. Setelah dua hari negosiasi dari 12 sampai 14 November 1940, Jerman mengusulkan pakta yang akan membagi-bagi lingkup pengaruh di dunia.
