Kapal-kapal tersebut dibangun selama masa-masa formatif Angkatan Laut Amerika Serikat, atas rekomendasi perancang Joshua Humphreys untuk sebuah armada fregat kuat dalam melibatkan fregat-fregat Angkatan Laut Prancis atau Britania namun cukup cepat untuk menghindari kapal manapun dari garis tersebut.
