The Gandapur ministry refers to the current provincial cabinet of Khyber Pakhtunkhwa, Pakistan, headed by Chief Minister Ali Amin Gandapur and the Pakistan Tehreek-e-Insaf.




Inauguration


Sardar Ali Amin Gandapur was sworn in as the Chief Minister of Khyber Pakhtunkhwa on 2 March 2024. Governor Haji Ghulam Ali administered oath to him. The inauguration ceremony was held in Peshawar, which was attended by party leaders and workers in large numbers.
As Chief Minister, Ali Amin Gandapur has expressed his determination to restart the process of development in the province. He has prioritized the restoration of Sehat Insaf Card for the welfare of the people. He has also emphasized the importance of law and order and said that the establishment of lasting peace is his first priority. Gandapur has expressed its determination to make the province attractive to foreign investors. He has also promised to talk to the federal government to protect the rights of the province.

= Local Government Department

=
In a cabinet meeting, the Khyber Pakhtunkhwa Local Governments (Property Lease) Rules, 2024 was announced, extending the lease period of new "large-scale investments" of up to 90-years, this development has taken place while the Local Government department is under Arshad Ayub Khan. On Eid-ul-Adha, he enacted and ordered a sanitation plan for the disposal of waste of sacrificial cattle which was deemed as a success. He also stated, referring to his department: “The department is undergoing digitization, and a new lease policy has been approved to strengthen institutions by eliminating corruption”. Arshad Ayub also directed the Town Municipal Administrations (TMAs) of the province to reduce expenditure (spending) on fuel to avoid financial constraints.




= Agriculture Department

Minister Muhammad Sajjad stated that agriculture was the backbone of the economy and that since Khyber Pakhtunkhwa’s land was fertile, he and the government would put special attention and effort into boosting the agriculture sector and making it self-sufficient. He also directed officials in the Agriculture Department to plant more fruit orchards to more areas of the province while he visited the Directorate General of Agriculture Research in Peshawar. He also continuously emphasized the Gandapur ministry’s commitment to agricultural research.




= Health Department

Minister Syed Qasim Ali Shah visited the Khyber Medical University where he handed out scholarships and praised the university for strides in physiotherapy, nursing, and health sciences programs. He also supported the creation of more of the university's campuses in merged districts. Under Qasim and Gandapur, the expansion of the Sehat Insaf Card was prioritized. The Health Department, under Syed Qasim Ali Shah announced a program aiming to expand free healthcare coverage under the Sehat Insaf Card and Ehsaas Programmes to 1 million people.




= Elementary & Secondary Education Department

Minister Faisal Khan Tarakai made the decision to begin setting up 400 community schools to selected districts in Khyber Pakhtunkhwa under the Human Capital Investment Project. Faisal Tarakai stated that over 26,000 boys and girls would be enrolled in these community schools while 500 youth and early age classes would also be established in which a planned 32,000 more boys and girls would be enrolled. He also said 150 schools are also being established in selected districts, which would enroll 9,000 girls and boys while 11,000 more boys and girls would be enrolled under the Accelerated Learning Programme (ALP). He also emphasized initiatives in the education sector primarily involving teachers, women in education, female literacy and the enhancement of educational facilities via programs in merged tribal districts. Tarakai and the ministry also started a program to provide free meals to primary school students.




= Auqaf, Hajj & Religious Affairs Department

In a meeting with the KP Auqaf Department, Chief Minister Ali Amin Gandapur directed Adnan Qadri’s department for the initiation of GIS mapping and the creation of an Assets Management Unit for Auqaf properties, together with a Quran Mahal in Peshawar to preserve old Qu'ran copies. Along with these auqaf properties developments, Adnan Qadri launched an anti-polio drive on 9 September 2024, aiming to vaccinate 6.425 million children to protect from the polio virus. The first step of the plan was announced to cover 27 districts and deploy 50,000 security officers for safety.




= Irrigation Department

=
56 small dams were built from March to July 2024 in the province. Several dams were also reported to be in construction by the Irrigation Department. Under Aqibullah and the PTI government, the quick construction and completion of the Warsak Canal Project was stated as a top development priority by Aqibullah for the province.




Alleged corruption within the government


On 3 August 2024, founder of the ruling Pakistan Tehreek-e-Insaf (PTI), Imran Khan warned ministers in the Gandapur ministry of being held accountable for “corruption and governance issues in their departments.”
Shakeel Khan, who served as the Communication and Works Minister under the Gandapur ministry, has accused his department’s secretary of releasing Rs6.87 billion to contractors without his knowledge or consent. He claimed that the funds were disbursed between May and June 2024, under the supervision of Chief Minister Ali Amin Gandapur. Khan further alleged that the secretary admitted to taking a 10-20% commission on the funds, which included payments of Rs200 million to Gandapur and Rs100 million to influential circles, all on Gandapur’s orders. Additionally, Khan claimed that the secretary offered him a bribe of Rs30 million, later increased to Rs50 million, along with a new car, in exchange for his silence, but he refused and claimed he chose to expose the corruption instead. He later stated that his resignation was due to Gandapur's government backing down from its anti-establishment stance, while the government's accountability panel denotified him on the orders of Imran Khan. In response to the allegations, the Pakistan Tehreek-e-Insaf (PTI) formed a three-member committee to watch over Gandapur’s government.
