He earned All-American recognition from the American Football Coaches Association, Associated Press, and D2Football.com. He attended a junior pro day for National Football League (NFL) scouts the following summer.
During his redshirt junior season, Parks punted a career-long 366 yards on 8 punts (45.75 average) in a 16–35 loss to Virginia State in week two of the 2019 season. He kicked a career-best 52.50 yards per punt on 4 attempts in a 36–29 win against Mars Hill in week six. He helped Pembroke improve to 4–7 in the 2019 season, making 52 punts with a Division II–best average of 45.7 yards. He landed 19 kicks inside the 20 and kicked two career-long 67-yarders.
