It was announced in September 2020 that Guy Ritchie was to direct a film with the working title of Five Eyes, with Jason Statham slated to star. Produced by Miramax, the project will be distributed by STXfilms. In December of the same year, Aubrey Plaza joined the cast. In January 2021, the cast was rounded out with Cary Elwes, Bugzy Malone and Josh Hartnett in supporting roles. In February 2021, Hugh Grant joined the cast. Pengambilan gambar utama bermula pada 14 Januari 2021 di Antalya, Turki; Farnborough; dan Qatar. Pada September 2021, film ini diberi judul Operation Fortune: Ruse de guerre.
