Penumpasan pemberontakan (bahasa Inggris: counter-insurgency, counterinsurgency, COIN) dapat diartikan sebagai "upaya militer dan sipil menyeluruh yang diambil untuk mengalahkan dan memadamkan pemberontakan dan mencabut sampai ke akar-akarnya". Pemberontakan yang dimaksud adalah pemberontakan melawan sebuah pemerintahan yang dilancarkan oleh orang-orang atau kelompok-kelompok yang tidak diakui sebagai pihak yang turut berperang (belligerent) dalam hukum humaniter internasional.
