Asia Cellular Satellite System atau disingkat ACeS adalah sebuah perusahaan telekomunikasi berbasis teleponi satelit dan pelayanan data yang terletak di Jakarta. Perusahaan ini merupakan perusahaan patungan (joint venture) antar perusahaan-perusahaan telekomunikasi di kawasan Asia Pasifik seperti Indonesia, Taiwan, Malaysia, Filipina, Vietnam, Sri Langka, India, dan Tiongkok sehingga produk ini beroperasi di negara-negara tersebut. Produk ACeS bekerja dengan menggunakan sistem gabungan antara telepon seluler dan satelit nirkabel yang berasal dari Ericsson. Hal ini mengakibatkan pengguna Ericsson dengan terminal dual-mode dapat melakukan roaming antara pelayanan seluler lokal dan pelayanan satelit ACeS di kawasan Asia Pasifik.
Teknologi
ACeS menggunakan satelit Garuda-1, sebuah satelit yang dibangun oleh Lockheed Martin Commercial Space Systems yang berlokasi di Sunnyvale, California. Pada tahun 1999, ACeS berencana untuk untuk meluncurkan Garuda-2 untuk mendukung kinerja Garuda-1 agar dapat menyentuh kawasan barat dan seluruh Asia, Timur Tengah, Eropa, dan Afrika timur namun hingga saat ini belum ada kepastian kapan satelit itu diluncurkan.
Kasus pelelangan USO
Pada tanggal 22 Desember 2007, ACeS mengajukan gugatan ke Direktur Jenderal Pos dan Telekomunikasi (Ditjen Postel) terkait pelelangan Universal Service Obligation (USO) atau Kewajiban Pelayanan Universal, sebuah program pemerintah yang bertujuan memperkuat pelayanan telekomunikasi di desa pelosok di Indonesia. Dalam kasus tersebut, ACeS meminta penundaan pelelangan ulang yang dilakukan Ditjen Postel dengan nomor gugatan 167/G/2007/PTUN.JKT. ACeS mengaku keberatan dengan putusan pemerintah yang menyatakan pelelangan gagal karena tidak ada satupun yang memenuhi persyaratan Dokumen Pemilihan. Kegagalan itu didasarkan pada Keputusan Presiden Nomor 80 Tahun 2003 tentang Pedoman Pengadaan Barang dan Jasa di antaranya adalah peserta kurang dari tiga, persyaratan administratif dan teknis yang tak terpenuhi, serta harga di atas pagu.
Pada tanggal 4 Januari 2008, Pengadilan Tata Usaha Negara (PTUN) pun akhirnya mengabulkan permintaan ACeS untuk menunda pelelangan ulang sebelum ada kepastian hukum yang jelas. Lalu, melalui putusan hakim PTUN, ACeS memenangkan perkara dan Dirjen Postel diharuskan membayar denda senilai Rp. 1 Miliar dari gugatan asli Rp. 1,1 Triliun.
