Bill Haley (diucapkan [ˈheɪliː]) (6 Juli 1925 – 9 November 1981) adalah salah seorang dari pemusik perintis rock and roll dari Amerika Serikat. Ia berjasa memopulerkan musik rock and roll di pertengahan tahun 1950-an bersama grup Bill Haley & His Comets dan lagu "Rock Around the Clock".

=Haley dilahirkan sebagai William John Clifton Haley di Highland Park, Michigan. Beberapa sumber menulis nama aslinya dengan tambahan Junior, tapi putra sulungnya mengatakan bahwa itu tidak benar. Ketika berusia 4 tahun, ia dibawa orang tuanya pindah ke Booth's Corner, Pennsylvania.
Mata kiri Haley buta sejak kecil setelah operasi mata yang gagal. Menurut biografer John Swenson, Haley memakai model rambut melintir di dahi untuk mengalihkan perhatian orang dari mata kirinya. Pada tahun 1946, Haley bergabung dengan band berirama western swing asal Pennsylvania bernama Down Homers di bawah pimpinan Kenny Roberts. Beberapa literatur musik menyebut karier profesional pertama Haley dalam album rekaman adalah dua singel Down Homers yang dirilis pada tahun 1946 oleh Vogue Records. Data ini antara lain dibantah oleh Kenny Roberts yang mengatakan Haley sudah keluar dari Down Homers ketika singel-singel tersebut direkam. Namun pada tahun 2000-an, rekaman radio dari lagu Down Homers asal tahun 1946 berhasil ditemukan. Haley memang benar ikut bersama Down Homers pada waktu itu. Ia diperkenalkan kepada pendengarm dan menyanyikan lagu secara solo, "She Taught Me to Yodel". Rekaman tersebut dirilis untuk pertama kalinya pada tahun 2006.
Ketika Haley mulai sering diminta untuk tampil, ia membentuk sejumlah grup, di antaranya Four Aces of Western Swing dan Range Drifters. Bersama Four Aces, ia menghasilkan beberapa lagu hit berirama country pada akhir tahun 1940-an di bawah label Cowboy Records. Sementara itu, ia juga mulai mengadakan konser keliling, dan sejak tahun 1947 sebagai direktur musik di WPWA. Sebagian besar rekaman Haley dari periode tersebut baru dirilis setelah ia meninggal.
Setelah membubarkan Four Aces dan mencoba karier solo sebagai Jack Haley dan Johnny Clifton (menurut biografi berjudul Sound and Glory), Haley membentuk grup baru bernama The Saddlemen pada tahun 1949 atau 1950 (tahun berbeda-beda bergantung sumbernya). Bersama grup barunya, Haley membuat rekaman untuk sejumlah label, termasuk di antaranya Atlantic Records.
Pada tahun 1951, Haley dikontrak oleh produser Dave Miller dari Holiday Records yang berbasis di Philadelphia. Sejak itu pula, ia mengganti gaya bermusiknya dan merekam ulang lagu Rocket 88 yang pernah dibawakan Jackie Brenston and His Delta Cats. Rekaman berikutnya adalah "Rock the Joint" pada tahun 1952. Lagu tersebut pernah dibawakan sejumlah band, termasuk Jimmy Preston and His Prestonians. Ketika merekam "Rock the Joint", Haley sudah tidak dikontrak Holiday Records, melainkan oleh label rekaman Essex yang lebih besar. Keduanya masih label milik Dave Miller. Kesuksesan kedua rekaman tersebut (terjual sekitar 75 ribu hingga 100 ribu keping di wilayah Pennsylvania-New England) membuat Haley yakin bahwa kombinasi rhythm and blues bercampur country bisa membuatnya sukses.
Pada tahun 1951, Haley bertemu dengan band The Treniers sewaktu bermain di Wildwood, New Jersey. Lagu yang ditulis Haley, "Rock a Beatin' Boogie" dipakai oleh The Treniers dalam konser mereka. Haley juga mengatur agar lagu tersebut bisa direkam oleh The Treniers (1952) dan Esquire Boys (1953).
