GRUNK, sebuah akronim Prancis untuk Pemerintah Kerajaan Uni Nasional Kamboja (bahasa Prancis: Gouvernement royal d'union nationale du Kampuchéa, bahasa Khmer: រាជរដ្ឋាភិបាលរួបរួមជាតិកម្ពុជា), adalah sebuah pemerintahan dalam pengasingan Kamboja, yang berbasis di Beijing, yang berdiri antara 1970 dan 1976. Secara resmi, pemerintahan tersebut memegang kendali atas Kamboja antara 1975 dan 1976.
GRUNK berbasis pada sebuah koalisi (FUNK, akronim untuk "Front Serikat Nasional Kerajaan") antara pendukung Kepala Negara pengasingan Pengaran Norodom Sihanouk dan Khmer Merah (sebuah sebutan yang diberikan untuk para anggota Partai Komunis Kamboja). Pemerintahan tersebut dibentuk, dengan bekingan Tiongkok, tak lama setelah Sihanouk dilengserkan dalam kudeta Kamboja 1970.

Setelah invasi Vietnam 1978, kekalahan Khmer Merah dan kemudian pendirian Republik Rakyat Kamboja, Sihanouk diminta oleh para pemimpin Khmer Merah untuk melayangkan kasus Kamboja Demokratik ke Perserikatan Bangsa-Bangsa. Sihanouk secara terbuka terpecah dengan Khmer Merah, menuntut agar mereka dikeluarkan dari PBB karena telah melakukan pembunuhan massal. Upaya Khmer Merah untuk mendirikan sebuah organisasi front baru - Front Patriotik dan Demokratik Uni Nasional Besar Kamboja - untuk mengesahkan ulang peranan mereka dalam penggulingan rezim 'Kamboja Demokratik' mula-mula mendatangkan sedikit keberhasilan.
Namun, pada Juni 1982, Sihanouk dan organisasi FUNCINPEC-nya masuk kembali dalam asosiasi menyulitkan dengan Khmer Merah dalam Pemerintahan Koalisi Kamboja Demokratik, yang masih menduduki kursi Kamboja di Perserikatan Bangsa-Bangsa. Mitra ketiga dalam koalisi tersebut adalah 'pasukan ketiga' Front Pembebasan Nasional Rakyat Khmer yang dipimpin Son Sann.
