Harold Adrian Russell "Kim" Philby (1 Januari 1912 – 11 Mei 1988) adalah seorang agen ganda Inggris yang menjadi anggota paling terkenal dari Cambridge Five di lingkaran mata-mata Soviet di Inggris. Ia memegang penghargaan tertinggi Inggris dan Soviet. Pada 1945, untuk pencapaian selama Perang Dunia II, ia menerima Orde Kerajaan Inggris dari Ratu Elizabeth II. Pada tahun 1947, dengan mendekatnya perang Dingin, Joseph Stalin menghadiahkannya Orde Bendera Merah.
Dia mulai bekerja sama dengan dinas rahasia Soviet pada pertengahan 1930-an, tak lama setelah lulus dari Cambridge. Sekitar waktu yang sama pekerjaan Philby untuk intelijen Inggris dimulai. Turki adalah salah satu tempat utama di mana kegiatan klandestin sedang direncanakan pada saat itu. Akibatnya, kelompok penyusup ditembak mati di perbatasan oleh pasukan Soviet. Menurut seorang sejarawan Rusia yang mempelajari dinas rahasia, itu adalah sinyal yang jelas bagi Barat untuk meninggalkan taktik semacam itu.
Kemudian, pada tahun 1949, Philby menjadi kepala perwakilan intelijen Inggris di Washington, D.C. Berdasarkan posisi ini Philby mendapat akses ke informasi CIA mengenai kudeta yang direncanakan terhadap pemimpin Albania yang pro-Soviet, Enver Hoxha. Setelah bocor ke Moskow, pasukan komando Albania ditembak ketika melakukan terjun payung ke tanah. Philby membelot ke Soviet pada tahun 1963 ketika identitas agen gandanya hampir terbongkar. Setelah itu, ia tinggal di Soviet selama seperempat abad.
