    Narodnaya Volya (Rusia: Наро́дная во́ля, "Kebebasan Rakyat" atau "Kehendak Rakyat") adalah sebuah organisasi politik revolusioner abad kesembilan belas di Kekaisaran Rusia yang mengadvokasikan sebuah sosialisme penduduk asli berbasis pada kaum petani Rusia secara besar-besaran, sebuah gerakan yang dikenal sebagai "Populisme" (Rusia: Нарoдничество). Utamanya terdiri dari intelektual sosialis revolusioner yang meyakini keefisiensian terorisme, Narodnaya Volya berubah pada musim gugur 1879 menjadi sebuah organisasi pelopor revolusioner bernama Zemlya i Volya ("Tanah dan Pembebasan").
