Philipp Otto Runge (23 Juli 1777 - 2 Desember 1810) adalah seorang pelukis dan penggambar aliran Romantis asal Jerman. Pada masa awal kariernya Ia terlanjur mati muda, meski demikian orang-orang telah menganggap dirinya sebagai pelukis romantik terbaik di Jerman.
Runge lahir pada tanggal 9 dari 11 bersaudara di Wolgast, Western Pomerania, daerah Swedia, dalam sebuah keluarga pembuat kapal yang memiliki hubungan dengan bangsawan Prusia Sypniewski. Sebagai anak sakit-sakitan ia sering bolos sekolah dan pada usia dini belajar seni gunting siluet dari ibunya, yang dilakukan oleh dia sepanjang hidupnya. Pada 1795 ia mulai magang di perusahaan kakak tertuanya, Daniel, di Hamburg. Pada tahun 1799 Daniel mendukung Runge dari segi finansial untuk memulai studi lukis di bawah bimbingan Jens Juel di Kopenhagen Academy. Pada tahun 1801 ia pindah ke Dresden untuk melanjutkan studi, di mana ia bertemu Caspar David Friedrich, Ludwig Tieck, dan calon istrinya Pauline Bassenge. Dia juga mulai belajar mengenai karya tulis tokoh mistik dari abad ke-17, Jakob Boehme. Pada tahun 1803, dalam sebuah kunjungan ke Weimar, Runge tiba-tiba bertemu dengan Johann Wolfgang von Goethe dan mereka berdua membentuk persahabatan yang didasarkan atas kepentingan bersama dala mengembangkan seni lukis.
