    Rexford Guy Tugwell (10 Juli 1891 – 21 Juli 1979) adalah seorang ekonom yang merupakan bagian dari "Brain Trust" pertama Franklin D. Roosevelt, yaitu sekelompok akademisi Universitas Columbia yang membantu mengembangkan rekomendasi kebijakan yang nantinya menghasilkan kebijakan New Deal. Tugwell bekerja untuk pemerintahan Roosevelt hingga ia dipaksa keluar pada tahun 1936.     Roosevelt mengangkat Tugwell sebagai Gubernur Puerto Rico selama Perang Dunia II (1941-1946). Ia menjadi profesor di berbagai universitas, seperti di Universitas Chicago dan Universitas California di Santa Barbara. Ia menulis dua puluh buku yang mencakup politik New Deal, biografi politikus-politikus besar, masalah perencanaan, dan memoir mengenai pengalamannya.
