Rexford Guy Tugwell (10 Juli 1891 – 21 Juli 1979) adalah seorang ekonom yang merupakan bagian dari "Brain Trust" pertama Franklin D. Roosevelt, yaitu sekelompok akademisi Universitas Columbia yang membantu mengembangkan rekomendasi kebijakan yang nantinya menghasilkan kebijakan New Deal. Roosevelt mengangkat Tugwell sebagai Gubernur Puerto Rico selama Perang Dunia II (1941-1946).
