Safed merupakan nama kota di Distrik Utara di Israel. Pada tahun 2003, kota ini memiliki jumlah penduduk sebanyak 26.600 jiwa. Kota ini terletak pada ketinggian 937 m (3.074 kaki) di Israel bagian utara. Safed juga dikenal sebagai "ibukota" Galilea dan dikenal sebagai kota tertinggi di Galilea dan Israel.
Safed dikenal sebagai Sepph (Σὲπφ), sebuah kota benteng di Galilea Atas yang dicatat dalam tulisan sejarawan Yahudi Romawi, Yosefus. Berasarkan Talmud Yerusalem, Safed termasuk salah satu dari lima lokasi yang tinggi di mana api dinyalakan untuk mengumumkan kedatangan Awal Bulan dan festival-festival pada Periode Bait Suci Kedua. Namun, setelah ditaklukkan oleh Saladin 20 tahun kemudian, dan dihancurkan oleh keponakannya, al-Mu'azzam Isa, pada tahun 1219, Safed mulai mengalami pergolakan. Pada tahun 1240, setelah kembali kepada Tentara Salib dalam sebuah perjanjian, dibangun sebuah benteng yang lebih besar lagi, kemudian diperluas dan diperkuat pada tahun 1268 oleh sultan Mamluk Baybars, yang kemudian mengubah Safed menjadi sebuah kota besar serta ibu kota provinsi baru yang melintasi Galilea.
