Thomas B. Kin Chong lahir di University of Alberta Hospital, Edmonton, Alberta, pada 24 Mei 1938, Ibunya adalah Lorna Jean (née Gilchrist), seorang pelayan keturunan Skotlandia-Irlandia dan ayahnya adalah Stanley Chong, seorang supir truk Tionghoa yang berimigrasi ke Kanada pada 1930an.
