The season was won by Preston Lions, who along with Melbourne City Youth and Western United Youth, were promoted to NPL 3/info/victoria" target="_blank">Victoria 2. Whittlesesa Ranges and Springvale White Eagles were relegated to Victorian State League Division 1.
Teams
Twelve teams will compete in the league; eight teams who were relegated from the NPL 2 in 2019 and four teams who were promoted from the State League 1 in the same season.

In the 3/info/2022" target="_blank">2022 season the bottem two teams in the NPL 3/info/victoria" target="_blank">Victoria 2 and the 3rd to 4th placed teams in NPL 3/info/victoria" target="_blank">Victoria 3 played in a play-off competition where 2 games would be played and the winners would play in NPL 3/info/victoria" target="_blank">Victoria 2 in the 2023 Season, while the looser would play in the NPL 3/info/victoria" target="_blank">Victoria 3 for the 2023 season. the games were played between 27 August 3/info/2022" target="_blank">2022 and 28 august 3/info/2022" target="_blank">2022 at Hume City Stadium. Western United Youth beat Goulburn Valley Suns 6-1 to gain promotion. Melbourne Victory Youth were not so lucky losing 1-0 to Kingston city.
