Doktrin Carter adalah kebijakan yang diumumkan oleh Presiden Amerika Serikat Jimmy Carter dalam Pidato State of the Union tanggal 23 Januari 1980. Inti doktrin ini adalah Amerika Serikat akan menggunakan kekuatan militernya untuk mempertahankan kepentingan nasionalnya di Teluk Persia bila diperlukan.
Ini merupakan tanggapan atas intervensi Afghanistan oleh Uni Soviet tahun 1979. Doktrin ini bertujuan mencegah Uni Soviet—musuh Amerika Serikat pada Perang Dingin—menciptakan hegemoni di kawasan Teluk Persia.
Kalimat utama yang ditulis oleh Zbigniew Brzezinski, Penasihat Keamanan Nasional Presiden Carter, menyimpulkan isi doktrin ini:

Brzezinski menyusun kalimatnya sesuai Doktrin Truman, dan memaksa agar kalimat tersebut dimasukkan ke pidato State of the Union "agar mengirimkan pesan yang jelas bahwa Uni Soviet harus menjauhkan diri dari Teluk PErsia".
Dalam The Prize: The Epic Quest for Oil, Money, and Power, Daniel Yergin menulis bahwa Doktrin Carter "sangat mirip" dengan deklarasi Britania Raya tahun 1903. Saat itu, Menteri Luar Negeri Lord Landsdowne memperingatkan Rusia dan Jerman bahwa Britania Raya akan "menganggap pembangunan pangkalan angkatan laut atau benteng di Teluk Persia oleh negara lain sebagai ancaman besar terhadap kepentingan Britania, dan kami tentunya harus menolaknya dengan segala cara sebisa mungkin".
